FOREWORD

The CFB North Bay Ayr Mess Constitution and By-Laws are promulgated in accordance with CFAO 27-1 and Mess Administration (A-AD-262-000/AG-000) and supersede all previous Constitution and By-Laws. 

The Constitution is not intended to abrogate, amend, or change any directives issued by higher authority.

Any suggestions or changes for the improvement and/or clarification of any part of the Constitution or By-Laws should be submitted in writing, to the PMC, for consideration by the Mess Executive, the members and subsequent approval of the Wing Commander.

PART 1 - CONSTITUTION

Name

1.1.01 The name of the institution is the CFB North Bay Ayr Mess hereafter referred to as "The Mess". 

Authority for Establishment

1.2.01 The mess is established under authority of QR&O 27.01 and CFAO 27-1.

Purpose and Operation

1.3.01 It shall be operated in accordance with these regulations and orders, as well as CFP 262, which govern the operation of messes in the Canadian Forces, the instructions contained in this Constitution, and the By-Laws, which amplify it.
 
1.3.02 The purpose of the Mess is to operate and administer mess facilities for the provision of goods, services and amenities to the members.  The Mess shall receive and account for all revenue and expenditures, which apply to it.

Definitions

1.4.01 The term “mess” means to include the bars lounges, games room and other common rooms or areas, which are operated and administered to provide services to its members.
 
1.4.02 The term “JR” means all Junior Ranks to include the ranks of Private, Corporal and Master Corporal.
 
1.4.03 The term “Sergeant” means to include the rank of Sergeant.
 
1.4.04 The term “Warrant Officer” means to include the ranks of Warrant Officer, Master Warrant Officer, and Chief Warrant Officer.
 
1.4.05 The term “Officer” means to include the ranks of Officer Cadet, Second Lieutenant, Lieutenant, Captain, Major, Lieutenant Colonel, Colonel, Brigadier-General, Major General, Lieutenant General, and General.
 
1.4.06 The term “Commanding Officer” means Wing Commander, CFB North Bay and it shall mean the person authorized to establish a mess or a person so delegated by him to act as Commanding Officer for the purpose of the mess.
 
1.4.07 Unless the context otherwise requires, words imparting the masculine gender includes females.
 
1.4.08 Definitions of Function/Activity:
 
  a) Mess Function:  Activity planned by the Mess Committee for the benefit of all mess members.  These activities may have funds budgeted to support the activity.
 
  b) Private Function:  Any activity held by specific groups, private weddings and private luncheons which are not planned by the mess committee, not open to all members and are not subsidized by mess funds.

Membership

1.5.01 The membership of the mess shall consist of Ordinary Members, Associate Members, Honorary Members and Honorary Lifetime Members. Unless otherwise stated herein, Ordinary Membership shall continue during all periods such as leave, temporary duty and hospitalization.
 
 
a) Ordinary Members
 
 
  (1) shall consist of all Regular Force, ARAF and Primary Reserves Officers, Warrant Officers, Sergeants and Junior Ranks on establishment and administratively supported by CFB North Bay, excluding those that are granted authority by the Wing Commander to be members of another mess in the area;
 
  (2) may consist of members of the armed forces of other countries who are on exchange with or on loan to the Canadian Forces and who are holding rank equivalent to the members of the CFB North Bay Officers, Warrant Officers, Sergeants and Junior Ranks who are employed at a base;
 
  (3) every Officer, Warrant Officer, Sergeant and Junior Rank of the regular Force who is on temporary duty or posted for a period of in excess of 14 days at a unit administered by CFB North Bay shall be an "ordinary member" and will pay mess dues for the period of attached posting or temporary duty; and
 
  (4) every Officer, Warrant Officer, Sergeant and Junior Rank of the Primary Reserve who is contracted to a unit administered by CFB North Bay, shall be an "Ordinary Member" and will pay mess dues for the period of the contract.
 
  NOTE: Only ordinary members are eligible to serve on the Mess committee, attend Mess meetings and have a vote.
 
b)  Associate Members
 
  (1) shall enjoy the privileges of the mess but, with the exception of the Ex-Officio Associate representative, shall not serve on the Mess Committee or attend meetings, they may assist the Mess Committee or sub- committee, but by doing so assume no responsibility.  On the recommendation of the Mess Committee and subject to final approval of the Wing Commander, the following may become Associate Members of the Mess:
 
  (a) RETIRED Associate Member
 
  (1) retired Officers, Warrant  Officers,  Sergeants and Junior Ranks of the Canadian Forces (Regular) honorably released and entitled to an immediate or deferred service annuity, and
 
  (2)  former Officers, Warrant Officers,      Sergeants and Junior Ranks honorably released from the Reserve Forces who have accumulated 12 years or more of service
 
  (b) WORKING Associate Member
 
  (1) with the approval of the mess executive, members of the regular armed forces of other allied countries serving in the vicinity of the unit or other element served by the mess;
 
  (2) with a majority vote of a general mess meeting civilian employees holding Officer, Warrant Officer, Sergeant or Junior Rank status employed with DND or employed with the Regular Armed Forces of other NATO countries
 
  (c) SOCIAL Associate Member
 
  This category is comprised of personnel other than those mentioned in paras a. and b., who may be admitted to membership for a term not exceeding one year (without prejudice to renewal thereof for further one year terms), upon the recommendation of the mess committee, the majority vote of those
 
  (1)  present at a general mess meeting and the approval of the Wing Commander, and
 
  (2) Social membership will terminate on the last day of March and renewal will commence on the 1st day of April each year.
 
c) Honorary Members
 
  (1) each member of the regular force of the Canadian Forces, ARF or Primary Reserve will be an Honorary Member of every mess appropriate to his/her rank except the mess in which he/she is and Ordinary or Associate Member,
 
  (2)  the honorary lifetime memberships granted in accordance with CFAO 27-1 to former RCAF personnel shall be valid,
 
  (3)  if the holder of an honorary lifetime mess membership wishes to become an Associate Member he may make formal application to the Wing Commander through the Mess Committee. If approved, the member in accordance with existing regulations shall pay applicable associate mess subscriptions and assessments,
 
  (4) any distinguished person may be invited to become an honorary member if the mess for a term not exceeding one year (without prejudice to renewal of membership for further one year terms), upon recommendation of the Mess Committee, majority vote of a General Mess Meeting, and the approval of the Wing Commander,
 
  (5) the spouse, of an ordinary or associate member who becomes deceased, shall be offered an Honorary membership for a period of one year immediately following the death of the member, and
 
  (6) honorary members shall be accorded the privileges of the Mess but shall not pay Mess subscription or serve the Mess in any capacity. They may be assessed a proportional share of expenses associated with any mess function or entertainment to which they are invited and attend. Except as provided in CFAO 19-8 they shall not enter DND property, buildings or messes for the purpose of soliciting or conducting business transactions. Reprehensible conduct or other abuse of Mess privileges may result in the suspension or withdrawal of honorary memberships by the Wing Commander.

Mess Committee

1.6.01 The Mess will be administered by a committee of Ordinary Members appointed by the Wing Commander or elected by and from the ordinary members at a General Mess Meeting. The Committee is categorized in two parts and shall consist of:
 
a) Part 1 - The Executive
 
  (1)

Secretary.

 
b) Part 2 - The Committee
 
  (1)

Financial Representative (Ex-Officio);

Housing Representative;

Entertainment Representative;

Mess Manager (Ex-Officio).

1.6.02 The duties and responsibilities of each Committee member is laid down in Annexes attached to the By-Laws
  Notes:
 
1. Tenure of office for the Executive is normally six months, except the VPMC may become PMC prior to completion of six months as VPMC.  The PMC and V/PMC shall alternate between an Officer, a Warrant Officer or Sergeant and a Junior Ranks member.
 
2. Tenure of office for balance of the Mess Committee and staff, excluding financial representative, is normally six months, but no more than one year. Extensions maybe granted on vote by the membership.
 
3. No more than 50% of the Mess Committee and sub-staff should be changed at any one time.
 
4. The out-going PMC shall normally remain as an advisor to the new PMC for a period of three months and be an ex-officio member of the Executive.

Meetings

1.7.01 Meetings shall be held as follows:
 
a) Mess Committee Meetings monthly;
b) General Mess Meeting not less than twice yearly however quarterly is highly recommended;
c) Emergency Mess Meeting, at the call of Wing Commander or PMC; and
d) Extraordinary Mess Meeting, at the call of the Wing Commander, PMC or request in writing by 25% of ordinary members.
1.7.02 Committee meetings shall be held at the call of the President, to consider:
 
a) approval of expenditures, which come within committee approval;
b) approval of financial statements; and
c) any other matters concerning the operation of the mess.
1.7.03 General Mess Meetings shall be held at the call of the President to consider:
 
a) financial matters;
b) proposed Mess activities;
c) election of officers;
d) any other business concerning the mess.
1.7.04 The approved agenda for General Mess Meetings shall be posted at least two working days prior to the General meeting.

Advisory Office

1.8.01 The Wing Administrative/Technical Services Officer (WATSO) and the Wing Chief Warrant Officer (WCWO) will be appointed Honorary PMCs (HPMCs) and act in an advisory capacity to the committee and as liaison officer between the committee and the Wing Commander.
1.8.02 Under provisions of A-PS-110-001/AG-001 a Mess Manager is provided to the mess for administration of Personnel Support Programs as directed by the Personnel Support Program (PSP) Manager. Under the general direction of the Mess Committee, the Mess Manager is responsible to the PSP manager.  The Mess Manager supervises PSP Mess personnel and monitors, on a day-to-day basis, the bar operations, Mess procedures, and Mess financial statements.  The Mess Manager is responsive to the PMC for the planning, organizing, directing and controlling of Mess activities and acts as an advisor to the PMC and the Mess Committee.
1.8.03 Role of the PSP Manager.  The PSP Manager is responsible to the W Comd through the WATSO.  The PSP Manager ensures that the mess operations are conducted in accordance with regulations and established policy.  The PSP Manager is accountable for the management of Mess staff and bar operations.  As the non-public funds (NPF) advisor, the PSP Manager provides guidance to the PMC for the day-to-day mess operation, reviews and monitors the Mess budget, and takes corrective measures in consultation with the PMC to rectify any breach in procedures, regulations and financial management. In consultation with the PMC, the PSP Manager, through the Mess Manager, has the direct control over bar operations, including the set prices for bar goods and establishing bar hours, in order to achieve a profitable margin.
1.8.04 Role of the Mess Manager.  The Mess Manager is responsible to the PSP Manager, responsive to the PMC, is the in-house expert on mess operations. The Mess Manager carries out day-to-day operations with a mess supporting staff. All staffing requirements are the responsibility of the Mess Manager who ensures that all staff is trained and capable of performing their duties. The Mess Manager provides technical and operational support to the PMC, Committee Members and function OPI’s.

By-Laws

1.9.01 In order to ensure the effective administration and operation of the Mess, more detailed rules, referred to as By-Laws, shall be promulgated with the approval of a majority vote at a General Mess Meeting and subject to approval of the Wing Commander.

Promulgation and Amendments to the Constitution

1.10.01 This constitution shall be effective when approved at a General Mess Meeting and approved by the Wing Commander, and shall repeal all previous constitutions and amendments on the date of such approval.
1.10.02 Proposals to amend the Mess Constitution shall be made in writing and not be entered in the proposal book. They shall be submitted to the Secretary and posted in the notice board. Provided the notice has been posted for seven days or more, the proposals shall be considered at the next General Meeting.

PART 2 - BY-LAWS

Purpose

2.1.01 The purpose of these By-Laws are to locally apply the basic principles laid down in the Constitution, Non-Public Funds accounting manual, APS 110 Personnel Support Program Manual and CFP 262 "Mess Administration", in order to ensure the efficient administration and operation of the Mess.
2.1.02 These By-Laws shall come into effect and enforced when passed at a General Meeting and approved by the Wing Commander, and shall repeal all previous By-Laws and amendments in effect at the date of approval.
2.1.03 Proposals to amend the Mess By-Laws shall be made in writing but will not be entered in the proposal book. They shall be submitted to the Secretary and posted on the notice board.  Provided the notice has been posted for seven days or more, the proposal shall be considered at the next General Mess Meeting.

Dress

2.2.01 The following dress regulations will be observed in the Mess;
 
a) Formal (Mess Dinners, Balls, etc.):
 
  1) Men - Uniform No 2, 2B, Tuxedo (with miniature medals if applicable), or dress suit with shirt and tie,
 
  2) Women - Uniform No 2, 2B, evening gown / tuxedo (with miniature medals if applicable), and cocktail dress/ensemble.
 
b) Semi-Formal (Functions)
 
  1) Men - Uniform No 3, suit or sports jacket with shirt and tie or turtleneck,
 
  2) Women - Uniform No 3, dress, pantsuit, suit.
 
c) Casual (for non-function occasions)
 
  1) Men - Uniform No 3B, 3C, environmental clothing, dress slacks/cords, with open neck shirt (no jeans clothing),
 
  2) Women - Uniform No 3B, 3C, environmental clothing, dress /skirt /pants /cords, sweater/blouse (no jeans clothing).
 
d) Relaxed
 
  1) Men - military dress of the day, golf/dress shirt, t-shirts, sweaters, trousers, and with discretion jeans or Bermuda shorts.  No tank tops, thongs or spandex.  Sportswear may be authorized by the PMC for after- sports functions.  No profane clothing articles in the mess,
 
  2) Women - military dress of the day, blouses, shirts with collars, t-shirts, sweaters, slacks/shirts, and with discretion jeans or Bermuda shorts. No tank tops, halter/tube tops, thongs or spandex.  Sportswear may be authorized by the PMC for after-sports functions.  No profane clothing articles in the mess.
2.2.02 Military dress shall be in accordance with Dress Regulations as published in Routine Orders.
2.2.03 Member and Guests will use the cloakroom to hang their outer garments, such as parkas, raincoats, and jackets.  Headdress, side arms and web equipment shall not be worn in the mess with the exception of CE personnel, only while working in the mess for safety reasons and police officers who are authorized to wear side arms when on duty and utilizing the mess for coffee and/or lunch.
2.2.04 Each member is responsible to ensure that his/her guests abide by these By-Laws.

Mess Discipline

2.3.01 The PMC is responsible to the Wing Commander through the WATSO for the maintenance of Mess discipline.  In the absence of the PMC and VPMC the senior member in rank present will be responsible to the PMC for maintenance of Mess discipline and observance of Mess orders.
2.3.02 The Mess staff shall not be censured directly by members; complaints will be made in writing to the PMC who will then discuss with the Mess Manager.
2.3.03 Dogs, cats, or other pets shall not be permitted in the Mess.
2.3.04 Accidental damage caused by a member or his/her guest will be borne by the mess. Damage caused by a willful or negligent action of a member or his/her guest will be the responsibility of the member concerned and full restitution will be made.
2.3.05 The PMC may restrict privileges of any member for misconduct (profanity, drunkenness, etc.) or for infractions of any Mess Order or Instruction.  A report shall be submitted to the Wing Commander through the WATSO on restrictions issued.
2.3.06 Members are responsible at all times for the conduct of guests they invite to the mess.  Failure to do so may result in loss of mess privileges to the member concerned. Members are also subject to disciplinary action for knowingly permitting any minor, as described in the Ontario Provincial Liquor Act, to receive or consume intoxicants within the mess.
2.3.07 Since the Mess exists to promote comradeship and socializing amongst Mess members and their spouses, anything that may discourage full participation and enjoyment of the Mess, is to be avoided.  As there is ample opportunity during the normal workday, the Mess shall not be used as a location to ask members to make purchases or donations.  Certain official charities and good causes may, from time to time, be granted written approval by the PMC to make a solicitation for donations or purchases to Mess members.  However, the appeal for funds shall be made to the Mess members as a group and no Mess member or guest shall be approached individually.

Suggestions and Complaints

2.4.01 Any suggestions or complaints regarding the management of the mess shall be made in writing in a suggestion book kept at the mess bar.  Any suggestions or complaints regarding the mess staff, or of a confidential nature, shall be made in writing personally to the PMC.  The PMC will discuss all suggestions and complaints directly with the Mess manager.

Mess Bar

2.5.01 The sale of spirits, wines, and malt liquors will be made available at the mess bar only. No alcoholic beverages will be allowed to be brought into the Mess from outside sources.
2.5.02 Unknown Ordinary, Associate, or Honorary Members may be required to produce evidence of membership before being extended the privilege of the bar.
2.5.03 No member of the mess will be allowed inside the Mess Bar at any time by AGCO regulations.
2.5.04 The selling price of goods as set forth by the Mess Committee will be posted in the mess as approved by the Wing Commander. In order to ensure profitability of the bar operations, the PMC and Mess Committee shall consult with the PSP Manager who will provide advice and guidance on the setting of the price of goods in order it achieve an acceptable profit margin. The goal of the bar, is to meet the Gross Profit Margin of 50%.  Should concern or disagreement arise, the issue will be presented to the WATSO for direction.
2.5.05 All sales will be on a cash, Interac or Cheque basis. No Credit Card sales are allowed.
2.5.06 The mess will abide by provincial Liquor Laws.

Cashing of Cheques or Interact

2.6.01 Cheque cashing or Interact privileges shall be limited to a maximum of $75.00 per cheque/withdrawal per twenty four (24) hour period providing sufficient funds are held by the bar steward.

Bar Hours

2.7.01 The Mess Committee will set the hours of operation after consulting the PSP Manager with respect to profit and legal advice.  Members will be notified of changes in Mess hours of operation.
2.7.02 Provided the on-duty bartender is in agreement, the PMC and VPMC shall have authority to extend bar hours by signing the extended bar hours book provided by the bartender.  In the absence of the PMC and VPMC, the senior member in rank present, may extend bar hours up to one hour, again providing that the bartender is in agreement. The latter action must be justified, in writing, to the PMC not later than the first working day following the event. Whenever possible, the Mess Manager shall be consulted for extensions to bar hours.  Bar Extensions are not applicable to private functions.

Expenditures

2.8.01 The Mess Committee is empowered to:
 
a) authorize all recurring expenditures of the Mess and all expenditures of a capital or non-recurring nature up to $5000.00. Individual committee authorization are as follows;
b) Secretary $50.00 ($25.00 per single item);
c) | PMC $500.00 (per single item);
d) expense in excess of $1000.00, but only if approved by submitting a Capitol Expenditure Request (CER) through the appropriate chain of command.
e) purchase items in excess of $5000.00, with a properly prepared business case and other related documentation, shall be presented to a General Mess Meeting for ratification prior to submission to the Commanding Officer for approval;
f) purchase items such as newspapers, periodicals, and magazines as they determine are required;
g) from the gift account, expend up to $75.00 or such other lower amount to cover costs for flowers or tokens of sympathy for all classes of members or primary next of kin of members. The PMC may also approve the cost of token of sympathy for a member of the mess staff and or immediate relative of mess staff or other special status person associated with the mess.
h) provide hospital comforts to Class "A" reservists equal to the amount of $15.00 a day.  These benefits can include TV rental, parking, flowers, sundries, magazines or books.  These benefits are available after a 24-hour stay up to a maximum of 14 days ($210.00).  Proof of admission/discharge and receipts are required.
i) authorize expenditures up to the budgeted amount as per the approved mess fiscal budget;
j)  provide gifts or testimonials as required for committee members having completed their tenure of office, for special occasions (i.e. Guest Speaker for Mess Dinner) or as approved by the Mess Committee; and
k) approve the write-off/disposal of FA items or outstanding accounts up to a value of $500.00.  Anything over the $500.00 limit must be approved at a Mess general mtg.  No action is to be taken until minutes are returned with approvals from all levels within the Chain of Command.  (Approved – General Mess Mtg. l) In the death of a serving member, the Mess will provide a gift not to exceed $200.00 to the serving member`s next of kin.

Posted / Departing / Retiring Members

2.9.01 On retirement an Ordinary member will be presented with a plaque, mug or gift of his choosing and not to exceed the listed cash value as follows: $5.00 per every year of service to a maximum of $100.00, if they meet one or more of the following prerequisites:
 
a) 20/25 year plan of service or more year’s service;
b) completion of Regular Force terms of Service; or
c) medical release.
2.9.02 On posting, Ordinary Members will be presented with a small plaque provided they have one-year membership in the Mess, cost not to exceed $35.00.  In lieu of the small plaque the member may request a cash value of $35.00 by contacting the mess manager via e-mail 30 days prior to posting.  A larger plaque or pewter mug may be arranged by paying the difference, in advance.
2.9.03 An Ordinary Member honorably released will be presented with a small plaque provided they have one-year membership in the Mess, cost not to exceed $35.00.  In lieu of the small plaque the member may request a cash value of $35.00 by contacting the mess manager via e-mail 30 days prior to release date.  A larger plaque or pewter mug may be arranged by paying the difference in advance.
2.9.04 The Committee reserves the right to alter the above procedure in extenuating circumstances.

Guests

2.10.01 Guests will be of two categories as follows;
 
a) Mess Guests - a Mess Guest is a person(s) who the Mess, as an entity, has a social or public obligation to entertain and for whom the Mess is financially responsible; and
b) Personal Guest - a personal guest is a person who a Member of a Mess invites to the Mess and for whom the Mess Member is responsible and is in appropriate civilian attire.
2.10.02 It is the duty and responsibility of each Member to make Mess guests welcome and to ensure their needs are met.
2.10.03 The number of personal guests permitted at any given social function and/or non-social function by Ordinary, Associate or Honorary member is six. The PMC may authorize additional guests upon request.
2.10.04 The Mess Committee will determine the number of guests permitted to social functions where limited facilities exist.
2.10.05 Guests under age as described under the local Provincial Liquor Act regulations. Will be allowed in the mess, except during TGIFs and Mess functions. Unless the TGIF or Mess function is sanctioned to allow under age guests. A parent or guardian who is a member of the Mess will accompany all under aged guests.
2.10.06 The sponsoring member shall duly register all guests in the appropriate Guest Register prior to entering the Mess.

Membership

2.11.01 The membership of the Mess shall consist of Ordinary, Associate and Honorary Members as outlined in the Constitution. Applications for associate membership will be as follows;
 
a) RETIRED  upon application without sponsorship and excluded from the percentage quota allotted for Working and Social Class membership;
b) WORKING  upon application provided they are sponsored by two Ordinary Members, investigated by the Nominating Committee (2/3 Committee members) and, if found acceptable, placed before the General Mess Meeting for approval of the Wing Commander;
c) SOCIAL same as Working Class Membership;
2.11.02 Applications for Working and Social memberships shall be posted 14 days on the Mess Bulletin Board prior to the Mess Committee Meeting to allow any member to request attendance at a Committee Meeting to express his/her views. The sponsor of an applicant for Working and Social class memberships shall be present at that General Mess meeting to speak and answer any queries concerning the applicant.
2.11.03 Working and Social Class memberships shall not comprise in excess of 30% of the Ordinary Membership.
2.11.04 Ordinary members may not sponsor or co-sponsor more than three applicants for associate membership under Working and Social Class in any one calendar year.

Subscriptions

2.12.01 Every Ordinary and Associate member shall pay a monthly subscription to the Mess.  The Mess executive, with advice from the PSP Manager, shall determine the Mess dues and breakdown for deposit to each separate account.  The Mess executive, with advice from the PSP Manager may raise mess dues during the fiscal year (1 Apr – 31 Mar) not to exceed .50 cents.  All additional increases in Mess dues shall be presented to the membership at a General Mess meeting.
2.12.02 The rate of subscription for Ordinary and Associate members shall be fixed at a Exec Committee meeting if the increase does not exceed .50 cents and approved by the Wing Commander or his delegate.  All other subscriptions will be fixed at a General Mess Meeting and approved by the Wing Commander.
2.12.03 Every member of the Mess shall pay his/her Mess dues on or before:
 
a) the fifteenth of the month; and
b) the date he/she ceases to be a member; and
c) payment for associate members shall be made annually in full prior to the end of April by cash, cheque, Interac or Credit card.
2.12.03 All Regular Force and ARAF personnel will have their Mess dues paid through payroll deduction.
2.12.04 Mess dues incurred by a transient shall be paid prior to their departure.  If for any reason, a settlement cannot be arranged prior to the individual’s departure, payment shall be requested from their parent Mess.
2.12.05 Membership dues for Associate Members must be paid within 30 days of notice. Failure to do so may result in membership being revoked with reinstatement only by means of re-application with sponsors but not before a six month period has passed.

Financial

2.13.01 The financial records of the PSP/NPF Accounting Section shall account for all funds and other assets received by the Mess.
2.13.02 Mess funds shall be accumulated only in the amount sufficient to:
 
a) meet continuing and future obligations; and
b) establish an adequate reserve for;
 
  1) replacement of assets on inventory, and
  2) capital outlay in a normal year.
2.13.03 The funds of the Mess may be expended only for the immediate benefit of the members of the mess.
2.13.04  Payments shall be made by cheque, except that settlement may be made in cash (petty cash fund) for those items in an amount as approved at the annual General Mess Meeting.
2.13.05 The Mess Manager is authorized to hold a petty cash fund in an amount as approved in the annual Mess budget.  All expenditures are to be approved by the PMC.
2.13.06 The Bar Supervisor is authorized to hold a change fund in an amount as approved in the annual Mess budget.

Mess Meetings

2.14.01 There will be a General Mess Meeting at least twice yearly at which all Ordinary members have a right and obligation to attend.
2.14.02  A General Mess Meeting shall not be competent or valid unless a quorum is present. A quorum shall not be less than 40% of the Ordinary available membership  or as determined by the PMC.
2.14.03 All General Mess Meetings will be held in the Mess or in a place specified by the PMC, at a time and date to be published in Routine Orders.
2.14.04 The order of a General Mess Meeting will be:
 
a) meeting called to order;
b) signing in register of all attending members;
c) introduction of new members;
d) ratification of the minutes of the previous meeting;
e) presentation of a financial statement;
f) PMC and Secretary Reports;
g) reports of the Committee;
h) Old Business;
i) New business, includes elections of officers and approval for associate and Honorary membership;
j) proposal (motion book); and
k) adjournment.
2.14.05 Extraordinary meetings may be called as required by:
 
a) the Wing Commander;
b) the PMC; or
c) the signed request of twenty-five per cent (25%) of the Ordinary Members.
2.14.06 The rules of Parliamentary procedure as outlined in CFP 262 Chapter 3, Annex B should be used for proper conduct of Mess Meetings.
2.14.07 Members who wish to make an item for a Mess Meeting Agenda will do so by sending an e-mail to the PMC & VPMC at least five business days prior to the Mess meeting. 
2.14.08  No member will make a motion at a General Mess Meeting unless it has been recognized or called for by the chairperson of the meeting.
2.14.09 All motions made at a Mess Meeting shall be voted upon by the Ordinary Members present and shall be decided by a majority vote, subject to subsequent concurrence by the Wing Commander or his delegated officer.
2.14.10 Proceedings of all Mess Meetings shall be recorded by meeting minutes in detail by the Secretary.  They shall be signed by the President of the Mess Committee, the Secretary, and submitted for approval to the Wing Commander or his/her delegated officer before action is taken to implement items authorized at the meetings, as recorded in the minutes.
2.14.11 All remarks at a Mess Meeting shall be addressed to the chairperson and only when standing.
2.14.12 Except as stipulated in para 2.14.14 of the By-Laws, all motions are decided by majority vote of the Ordinary Members present.  This is to be interpreted to mean half of the votes cast, ignoring members who do not vote.  Because of the interpretation of the meaning of the majority, equal votes defeat a motion.  The system of voting is decided by local custom, e.g. - use of ballots, a show of hands.  Members cannot be compelled to vote on a motion; however, they should be encouraged to do so.
2.14.13 The PMC may exercise his/her own vote as a member as long as he/she votes at the same time as the members, but as a general rule he/she refrains from doing so. Except for his/her vote as an Ordinary member, he/she does not have an extra or casting vote in the event of a tie.
2.14.14 A secret ballot may be demanded by the Chairperson or may be approved by the members as the result of a secondary motion.
2.14.15  Immediately prior to taking a vote on any matter, the Secretary shall read clearly the terms of the motion to be voted on.
2.14.16 Any vote on financial expenditures or allotment of funds must show a two-thirds majority of the available members present to be valid.

Types of Motions

2.15.01 Motions are of two kinds, main and secondary.  They can be described as follows:
 
a)  Main Motions - introduce a subject to the meeting, it is amendable and debatable. It is quite proper for any member who is in favour of the motion to present all arguments they can think of which seem to make the action advisable, and to present these arguments as persuasively as possible.  The opponents have the same privilege.  The Chairman must, however, remain absolutely impartial; and
b)  Secondary Motions - during discussion, various questions may arise which must be disposed of before the main motion can be acted upon. Other circumstances may also occur which make a vote on the main motion inadvisable.  These questions and circumstances are referred to as secondary motions and may take the form of:
 
  1) an amendment to the main motion or an amendment to an amendment; or
  2) a motion to:
   
(a) defer the subject of the main motion temporarily or indefinitely,
(b)  refer the subject of the motion for further study, or
(c) limit the time for debate of a motion,
  3) such motions must be considered and voted upon in reverse order before action can be taken in the main motion. Should any amended motion be carried prior to reaching the main motion that amended motion becomes effective and all other defeated.
2.15.02 The meeting will be closed by the PMC by a motion of adjournment when all business on the agenda has been concluded.

Mess Dinners

2.16.01 Mess Dinners should be held by each PMC during their term of office, normally April and October.  The inclusion and percentage of Associate Members in attendance will be at the discretion of the PMC.  The Officers, the Warrant Officers and Sergeants, and the Junior Ranks may be accorded one official and separate Mess Dinner per year.
2.16.02 Procedures and protocols; for Mess Dinners and other social functions, such as formal balls, dining-ins, mixed dinners, etc. will be carried out in accordance with guidelines published in CFP 262 Chapter 5.
